What is IVU Loto?

IVU Loto is the program designed to improve sales tax collection oversight through direct citizen participation in the Government of Puerto Rico’s Sales and Use Tax Law. The program requires businesses to issue a receipt with an imprinted IVU Loto number upon reporting sales and the IVU charged.

How will it be deployed to Retailers?

As an initial step, Puerto Rico’s Treasury Department’s requested all businesses to register in the “Merchants Register” at the ivuloto.pr.gov portal. By completing a questionnaire at this website, the merchant’s obligation to have a fiscal terminal under Regulation 7956 is determined. Fortunately, customers who already use a POS processed by the ATH® Network are ready to comply with the IVU Loto.

What should I do if I already have a POS terminal from the ATH® Network?

If you have a POS, you don’t need anything else to accept all payment methods —including cash— and comply with the Treasury Department’s IVU Loto program.
The update process occurs remotely while performing the daily settlement and deposit and requires no user intervention. At that time, the terminal begins to update the program through the telephone line and when the process is completed, the terminal displays a "completed" message. This is similar to the process that occurs when the merchant's POS software is updated.
If an error occurs during the upgrade, the system automatically notifies our technicians, whom diagnose the type of error to determine if it can be resolved with remote reprogramming of the POS or if it is necessary to send a technician to the merchant’s facilities to correct the situation.

Is there a difference in the payment approval process?

Most merchants will see no difference in the management of transaction approvals using this proven technology you and your employees already know. That way you can ensure the confidentiality of the details of your sales, such as items, prices and discounts. You also reduce the possibility of transmission problems by having terminals operated by the ATH® Network.
