Electronic Benefit Transfer (EBT)
EVERTEC’s Electronic Benefits Transfer System is designed to manage the public sector benefit issuance and administration programs by implementing the use of a debit card. The system guarantees the security and reliability required for the distribution and administration of social services and benefits offered by the government.
Services
EVERTEC’s EBT System uses the most advanced technology to provide the necessary services in every step of the process:
- Customer Service 24x7
- Settlement
- Training
- Web Administrative Terminal
- Web Portal
Capacities
The following components make EVERTEC’s EBT System work effectively:
- Customer Service
- Our Call Center is located in Puerto Rico and is 100% dedicated to meeting the EBT client’s needs. Its personnel are completely bilingual and are comprised of EVERTEC employees. We do not outsource this important function. This allows us to respond to special requests in cases of emergency and to provide uninterrupted service.
- Settlement
- We have experienced accounting personnel for settlement and reconciliation of approximately $1.5 billion annually.
- Training
- We train both the employees of the government agencies involved as well as our own employees to ensure effective and uninterrupted operation of our EBT System. We also provide support to government employees as needed.
- New Technologies
- We use only the most advanced technologies and applications, as well as the most reliable equipment.
- Administrative Terminal
- We use a web based Administrative Terminal to facilitate implementing changes to the application, scalability and flexibility to add new functions. This also guarantees conversion processes with no service interruptions.
- Web Portal
- Access www.ebtpr.com to obtain account balance and transactions.
Benefits
Using a debit card to administer benefits saves operational resources by substituting check issuing. It also benefits the cardholder and the government agency in different ways.
Benefits for the cardholder:
- Immediate access to his or her funds
- Secure transactions with PIN number
- Convenient withdrawals in ATMs and use of the card in retailers that process EBT through their POS terminals
- Access to balance information via a toll free phone number
- Direct deposit option
- Customer Service available 24/7, 365 days a year
- Access to Web Portal
Benefits for the Government Agency:
- Use of a commercial network that maximizes the citizens’ points of access
- Minimizes benefit distribution costs
- Daily and monthly statistical financial reports
- Web-based administrative terminal that allows the agency to obtain information about its cases in the system
Experience
Since 1998, EVERTEC has provided EBT services to the Puerto Rico Government. The program has more than 700,000 participants, who use a debit card to access their fund and buy food, clothes and pay for utilities.
Puerto Rico was the first jurisdiction to pay FEMA benefits using the EBT card and one of the first jurisdictions to use the EBT system to make Child Support payments.
