Successful Implementation at CRIM
Since its creation in 1991 up to last year, the Municipal Revenue Collection Center (CRIM, by its Spanish acronym), –a government agency offering municipal services with 618 employees–carried out every process in the Human Resources Office manually. The payroll process was the only one that employed a solution that was designed to be used by municipalities in Puerto Rico.
Determined to improve the Human Resources processes and to make them cost efficient, the CRIM administration decided to initiate a bidding process to receive proposals for the implementation of solutions that could automate and improve the efficiency of the workforce management.
“The first consideration was to find a solution that could be integrated with our existing technology at CRIM. Also, the software had to be user-friendly and the required training could not entail major inconveniences or substantial changes to the operational processes already established. In other words, we wanted to automate what we already did manually”, explained Robin Garland, CRIM Sub-administrator.
SENSE SOFTWARE, an EVERTEC company, was one of the bidding companies and thanks to their credentials, experience and proposed work plan, won the tender to implement the project.
“The proposed work plan scheduled the first phase to begin in February 2007, the second phase for October, finishing with the human resources module in December of the same year. We are very satisfied because –as planned– everything was achieved within the agreed schedule”, added Garland.
In a period of 11 months, the SENSE SOFTWARE team finished the implementation and training of CRIM personnel in the use of HR-Sense Payroll (payroll processing and management), HR-Sense Human Resources (human resources processing and management), HR-Sense Time & Attendance (time and attendance recording and management), HR-Sense Alerts (e-mail message drops based on pre-established business rules), HR-Sense Tax Return (tax return management, FICA, I. Tax, Worker’s State Insurance Fund, FUTA) and biometric terminals (Finger-scan).
“Now we can produce accurate, updated reports and fill out forms for the State Insurance Fund, the Department of Labor, and the retention reports for the Departmentof the Treasury, among others”.
“In the attendance area, weekly reports are created and sent to the employees, detailing their assistance the previous week. The system also helped us to establish controls in the assistance records, thanks to the biometric technology. In addition, we were able to make immediate changes to the employees’ status and in the recruiting area”, said Garland.
The implementation of the solution designed by SENSE SOFTWARE provides CRIM the necessary tools to manage their human resources processes in a faster, more efficient way, so that employees have more time to attend to their work duties.
“We are very satisfied with the professionalism displayed by SENSE SOFTWARE personnel. They were always available when we needed them, both during the implementation and afterwards for support. They have a very clear notion of what is the supplier’s responsibility and what the client’s, in order to join efforts and make the project a success”, concluded Garland.
